Question

Who runs Auckland's roads now: Auckland Transport or the council?

By Mark Pervan, Director, City Builders Association Limited · Published 2026-10-26

Answer

Since 1 October 2026, Auckland Council has been the road controlling authority for Auckland under the Local Government (Auckland Council) (Transport Governance) Amendment Act 2026. Auckland Transport remains a council-controlled organisation responsible for public transport. Local boards make certain decisions on local and collector roads, such as parking, road names and traffic controls.

What changed?

The Act came into force on 7 May 2026 and makes Auckland Council the road controlling authority for roads in Auckland. (New Zealand Legislation) Council says a six-month transition followed, and the new responsibilities took effect from 1 October 2026, a month ahead of the legislated deadline. (Auckland Council)

Who decides what?

  • Governing Body: generally responsible for Auckland's transport decisions. (Auckland Council)
  • Local boards: the powers listed in Schedule 4 of the Act, for local roads and collector roads in their area (New Zealand Legislation); council lists examples including some decisions on road space, cycleways, road names, parking and traffic controls. (Auckland Council)
  • Auckland Transport (AT): continues as a council-controlled organisation responsible for managing and operating public transport across the region. (Auckland Council)

Council's Auckland Roading Classification Framework, shown in the Future Connect map, identifies whether the Governing Body or a local board decides for a given road. (Auckland Council)
