Targeted rates fund specific services or projects. Some apply across the region, such as the Natural Environment, Water Quality and Climate Action Transport targeted rates. Others apply only to certain areas or properties, such as the City Centre Targeted Rate. Waste management charges for rubbish, recycling and food scraps are also targeted rates.

Plan-enabled capacity is a theoretical maximum, not a construction target. Auckland Council says Plan Change 120 has to provide capacity for at least 1.4 million homes if every suitable site were developed to the maximum the rules allow. Homes completed in Auckland were 18,100 in 2023 and 17,200 in 2024. Capacity is permission; delivery is consents, finance, builders and buyers.
