Question

How are Auckland rates calculated?

By Mark Pervan, Director, City Builders Association Limited · Published 2026-10-26

Answer

Council first decides how much rates revenue it needs through its Annual Plan. Each property then pays a fixed Uniform Annual General Charge, a general rate based on its capital value, how the property is used and whether it is urban or rural, plus targeted rates for specific services. Your capital value sets your share, not the total.

How is the total decided?

Each year Auckland Council works out what it will cost to deliver its Annual Plan, and that sets the total rates requirement. Rating valuations are then used to share that total between properties; they are not used to decide how much the council collects overall. (Auckland Council (OurAuckland))

What charges make up a rates bill?

  • Uniform Annual General Charge (UAGC): a fixed charge on every separately used or inhabited part of a property, so a home with a minor dwelling pays two. (Auckland Council)
  • General rate: based on the property's capital value, how it is used (residential, business, farm, short-term accommodation) and whether it is in an urban or rural location. (Auckland Council)
  • Targeted rates: charges for specific services or projects, such as the Water Quality, Natural Environment and Climate Action Transport targeted rates and waste management charges. (Auckland Council (OurAuckland))

What does this mean for 2026/27?

The Annual Plan 2026/2027 confirmed a 7.9% rates increase for the average-value residential property ($1.28 million capital value), from $4,057 to $4,378 a year. (Auckland Council (OurAuckland)) For more detail on this year's bill, see Auckland rates explained. For the 4% cap, see the rates cap explained.
