Question

What are targeted rates on my Auckland rates bill?

By Mark Pervan, Director, City Builders Association Limited · Published 2026-10-26

Answer

Targeted rates fund specific services or projects. Some apply across the region, such as the Natural Environment, Water Quality and Climate Action Transport targeted rates. Others apply only to certain areas or properties, such as the City Centre Targeted Rate. Waste management charges for rubbish, recycling and food scraps are also targeted rates.

How are they different from the general rate?

A general rate funds services that benefit the whole region. A targeted rate is a separate charge for a specific project or service; sometimes it applies only to properties that receive the service, sometimes to all properties. The Natural Environment Targeted Rate is paid by all ratepayers; the City Centre Targeted Rate only by city-centre property owners. (Auckland Council (OurAuckland))

Which ones are on a typical bill?

Council's average residential rates figure includes the Water Quality, Natural Environment and Climate Action Transport targeted rates, and Waste Management Targeted Rate charges (minimum base, recycling, refuse and food scraps). Some businesses also pay Business Improvement District rates. (Auckland Council (OurAuckland))

What changed for 2026/27?

Council's annual plan material listed a 2.2% decrease to the overall waste management rate for standard services. (Auckland Council (AK Have Your Say)) The adopted plan describes most waste management targeted rates as decreasing. (Auckland Council (OurAuckland)) See Auckland rates explained.

Frequently asked questions

How are rates calculated overall?

See How are Auckland rates calculated?.

Why might my increase differ from the average?

Council says properties that do not receive some or all waste services (for example vacant land, carparks or apartments) do not benefit from the reduction in waste management targeted rates, so some see increases of 8.9–11%. (Auckland Council (OurAuckland))
